dateformat with version -- 10.3.0

so we recently downgraded/upgraded to version 10.3.0 and noticed that there is issue with dateformat..

we have global options defined for timezone offset( America/New York EST)
and when we are trying to format dates.. certain dates are not working correctly

below is the example..

now in above code if you comment the code in method getTimezoneOffset then console will show Nov -1 instead of oct 31 which is correct date.
my machine's local timezone is set to EST (new york)

is this bug or something is changed ?

we used 10.2.0 before. then we tried to upgrade to latest.. but because of issues.. we had to roll back to version 10.3.0

This is very strange because I don't notice any difference in how it works between the two versions. Anyway, you can set the timezone manually as in the demo below.
